Objections to the EXPO plan - rejecting the plan is the only acceptable solution

PPPPN National Stadium Phase 15, which covers 4ha including the National Stadium, Expo Exhibition and Theme Park, was on a brief public inspection of 813 days.

We wrote six remarks in which we developed an argumentation by topic that leads to the same conclusion - this planning solution must be rejected. You can download objections from the links below and take them personally to the office of the Secretariat for Urban Planning and Construction Affairs at Kraljice Marije 1, OR to the office of the Spatial Planning Agency at Kralja Milutina 10a, until the end of their working hours. Remark 1 refers to the planning basis. This planning solution has no planning basis, the plans it refers to are mostly expired and outdated, and extracts from the "planning basis" were taken selectively from the documentation, as if they could be interpreted arbitrarily. 

Remark 2 refers to public participation. Eliminating early public inspection, shortening public inspection to 15 days, failure to hold the legally required public presentation, illegibility of documentation, as well as the unavailability of complete documentation from the previous adopted phases, show us that the plan adoption procedure is non-transparent and non-participatory. 

Remark 3 refers to the issue of sustainability. According to the regulations of the Bureau that granted the license, the Expo exhibition can occupy a maximum of 25ha, while this planning solution envisages the Expo exhibition complex on about 83ha. Also, the main goal of the plan is the further use of the realized content, and it is "enabled" through the construction of new 252 ha of commercial content, which is contrary to the principles of sustainability. 

Remark 4 refers to environmental protection. The planning solution is located in the narrow zone of sanitary protection of the water source, and despite this, two piers and a pontoon, as well as river traffic, are planned. In addition, other basic provisions of environmental protection are violated.

Remark 5 it refers to the special goals of the planning solution itself, which they belong to "reduction of pollution and pressure on the environment" and "protection and balanced use of natural potential and resources". These goals are not fulfilled by the planning solution because, among other things, it is foreseen that 600ha of agricultural land of high fertility will be converted into construction plots for one-time use.

Remark 6 refers to the phased development of the plan. This method of planning, among other things, completely cancels the essence of spatial and urban planning and facilitates the circumvention of procedures and regulations.
