Objection to changes in the PGR: let's stop the privatization of Belgrade!

Public inspection of this plan lasts until February 24, 2026. which is also the last day to submit objections. The objection must be sent physically, by mail or delivered in person at the City Administration office at Kraljice Marije 1.

The main objection to the amendments to the PGR is the request that this plan, as a plan of a higher order in relation to the PDR, protects public spaces and public facilities, and that the provision that allows the conversion of public purposes to commercial ones be deleted from it.

The contested provision of the PGR opens the possibility for land and facilities intended for public services — such as schools, kindergartens, health centers, cultural institutions, sports fields, traffic and communal areas — to be converted into private and commercial facilities through lower-level plans. This creates a legal and planning framework that threatens the public interest and the availability of basic city services in the long term.

Our remark indicates that this approach to planning leads to the gradual sale of public land and the weakening of the city's capacity to respond to the needs of its residents. Once the public plots are repurposed and sold, the city permanently loses space for new schools, kindergartens, health facilities, parks and other facilities of key importance for the quality of life.

A general regulatory plan should protect the public interest and set clear rules that limit private profits where the basic needs of the community are at stake. Instead, the contested provision further increases the flexibility of the plan so that it is driven by investor interests, while public needs remain suppressed.

We believe that public goods and spaces must have permanent planning protection. The city must not develop through the privatization of what belongs to everyone — because without public spaces and land, Belgrade loses its ability to be a just, accessible and sustainable city for its residents.
