PGR BELGRADE, EARLY PUBLIC INSPECTION: REMARKS
The Elaborate in question is exposed for early public inspection despite the fact that it does not meet and does not contain the content prescribed by law that would enable the public (citizens and institutions) to see, understand and react to the proposed planning solutions (which in this case do not exist).
According to the Law on Planning and Construction and accompanying by-laws, every plan that is put up for early public inspection must necessarily contain, both in the text and on the graphic attachments, the existing and planned uses of the surfaces, as well as the rules for arranging, building and protecting the space , in addition to other mandatory content. By presenting the Elaborate, which contains all the prescribed elements, the public is provided with information and the opportunity to see what is planned in their area and on the entire territory of the city and to react to the proposed planning solutions and changes to the plan, through remarks or suggestions.
In the case of early public inspection of this plan, the public was unlawfully denied the right to understand, review and discuss changes to the plan and submit objections.
