PGR BELGRADE: REMARKS

Today, January 21, is the last day for submission of objections to the draft of amendments and additions to the general regulation plan for the construction area of ​​the seat of the local self-government unit - City of Belgrade (units I - XIX) (phase I - stage 2) with the Strategic Assessment Report. It is also the last day of public inspection, despite ours requests and appeals To the Secretariat for Urban Planning and Construction Affairs of the City Administration of the City of Belgrade and the Commission for Plans of the City of Belgrade Assembly to postpone public inspection and take a more proactive approach to citizens' participation in the creation of such an important document for the lives of all citizens.

Let's remind The PGR of Belgrade is an umbrella urban planning document which more closely determines strategic goals, defined by the General Urban Plan of Belgrade (GUP). This operational urban plan takes a comprehensive look at the space and plans the construction area in more detail, defines traffic and infrastructure systems, public facilities and complexes and defines in more detail the planned purpose of the areas and the method of further implementation (through a detailed regulation plan, urban project, etc.). Therefore, it represents a document of essential importance for the spatial development of the entire city of Belgrade and the quality of life in it, and as such, it must be developed with respect for the principles of public participation and broader social dialogue.

REMARKS

We have compiled four comments related to the legality and legitimacy of this plan.
Remark 1   the boundaries of the plan do not match the boundaries of the early public inspection and by the decision on making amendments to the PGR, which is not in accordance with the Law on Planning and Construction
Remark 2   the law does not recognize the possibility of working on the plan in stages, the phases in the law refer to the procedure (decision, early public inspection, public inspection...) and phasing of the development of projects for implementation
Remark 3   graphic attachments are unreadable, are fragmented and in large pdf formats, which prevent a large number of the population from accessing them at all
Remark 4   it is not legitimate to give public insight during the New Year and Christmas holidays. In this case, it was from December 20 to January 21. Also, there was no public presentation, which is not required by law, but which would make it easier for citizens to understand the plan, which should be the goal since it is a plan that greatly affects our lives.

We are at your disposal for all questions kriznistab@ministarstvoprostora.org. Important: there is no criterion for the "expertise" of objections and the planning commission must consider each one as equally important because even when they are not "expert" and do not refer to laws, regulations, etc. they represent the attitude of citizens and are therefore valid and significant for urban planning. Therefore, do not hesitate to write honestly what you think in your own words.
