GENERAL REGULATION PLAN OF BELGRADE,
PUBLIC INSPECTION: COMMENTS

The public inspection of the general regulation plan of the city of Belgrade is underway, however, the public still does not have a "general" inspection, nor does it know when the entire plan will be available.

One of the most important plans for the city of Belgrade is divided into undefined phases and stages, which the city administration publishes without any announcement or structure. Without the whole plan, it is difficult (and almost impossible) to see the big picture and see the good and bad sides. This way of stratifying the plan (which is unclear and non-transparent) is suitable for numerous manipulations.

As long as we look at the bigger picture through the keyhole of a locked door, the message is being sent that the public is not welcome and therefore its participation and democratic spatial planning that meets the real needs of citizens is impossible. We appeal to the city branches to clarify the decision-making process on the adoption of the general regulation plan and thereby ensure the constitutionally guaranteed right of public participation.

We remind you that the PGR is a plan that should take a comprehensive look at the space and plan the construction area in more detail, define traffic and infrastructure systems, public facilities and complexes and define in more detail the planned purpose of the areas and the way of further implementation.
Within the first stage of the first stage, we observed several specific irregularities, primarily the failure to consider the objections from the early January inspection ( remark 6 - The Planning Commission allocated only about 1184 minutes for the item on the agenda in which it was supposed to review all 15 objections received); then the fact that the Draft is in complete contradiction with the Decision on making amendments and additions to the PGR, which represents an illegal procedure for making planning documents (remark 5); then the fact that the PGR does not contain all the elements it must (remark 4); the above-mentioned confused dynamics of drafting (remark 3, remark 2, remark 1).
