NATIONAL STADIUM: REMARKS

Public inspection of the Spatial Plan of the special purpose area of ​​the national football stadium continues until October 30. This plan envisages the construction of approximately 1 m² of agricultural land, of which the stadium itself will include about 320 m².

Draft Spatial Plan to a large extent it is not in accordance with numerous planning and strategic documents. When considering the plans of a wider scope, which this draft must follow, we see that the construction of buildings of any purpose is not foreseen in this area (remark 1), but the preservation of agricultural land. The plan is also contrary to the strategy of sustainable urban development(note 2), which explicitly states in its measures preservation of agricultural land and non-expansion of construction land.

Also, this plan is based on the assumption that its implementation will lead to the affirmation of tourism in Belgrade, however tourism development strategies, both at the city level and at the level of Serbia, they do not envisage the construction of a new football stadium in Belgrade (note 3).

Surface

As already stated, this one the project covers 1 m² (114 ha), which, for the sake of comparison, corresponds to the area two Kalemegdans, half of the Great War Island, 8,77 Ušće shopping centers, 23,75 Jevremovac Botanical Gardens, 0,6 Belgrade on the water and one of the largest organic apple plantations in Serbia. The area of ​​the building plot is 320 m² (32 ha), which corresponds to the area of ​​22 Student Parks.

Capacity

The plan also states the expected capacity of the stadium:

"Conclusion of the Government of the Republic of Serbia, no. 351-7235/2018 from July 30.07.2018, 55.000. year, it was specified that the capacity of the National Football Stadium should be from 60.000 to 52.000 visitors. According to the spatial plan, the capacity of the stadium is planned to be 8.000 seats, with the possibility of providing an additional 20 temporary (auxiliary) seats in order to meet the criteria prescribed by FIFA and UEFA for large and significant football events." 60 visitors is equal to the entire population of the narrow area of ​​the city of Leskovac (000, the 60th largest city by population in Serbia), and larger than the population of Valjevo (288), Užice (14) and 59 others.

Price

In the Republic budget, in the part that lists capital projects in the next three years (2020 - 2022) and the money needed for their realization, the stadium is not mentioned anywhere. The only place in the Budget Law for 2020 where this project is mentioned is the approved project loans, where it is stated that the state will borrow 250 million euros for this purpose, and it is not specified where it will be borrowed, but the generic item "funds, corporations and banks". Source

Public opinion

According to public opinion research (survey and focus groups) that we recently published, 66% of the citizens of Belgrade do not agree with the construction of the national stadium, that is, they believe that this money can be better invested. However, when we asked those who would support the construction of the national stadium if they would support the construction if it meant additional borrowing by the Republic of Serbia, the support dropped from 35% to 13.3%.

We remind you that public inspection is the last step before making a decision on the adoption of the plan. The inspection is followed by a public hearing where citizens who submitted objections can explain them orally in front of the Planning Commission.
