For the residents of Padinska Skela, the most urgent problems in the area of the environment, public services and communal infrastructure - the results of the third mini-citizen's assembly

Considering the existing cooperation with the local initiative "Volim Padinjak" through our service Crisis headquarters for urban planning, when it is The general regulation plan for the area of the city municipality of Palilula is outside the scope of the General Urban Plan of Belgrade was in the public inspection phase during March and April 2022, we decided to jointly organize the third mini-citizen's assembly on the subject of this plan and gather the residents of Padinska Skela and the surrounding settlements to react to the proposed planning solutions together with experts. The draft plan that was open to the public, in addition to the new elements of the draft plan, also adopted solutions from the 2000 Padinska Skela settlement regulatory plan, as well as the 2020 Master Plan of Al Dahra Serbia.

Having that in mind, this mini civil assembly aimed to map the key problems in the territory of the plan, consider the planning solutions offered by the draft and formulate possible proposals for changing or supplementing these solutions. At the assembly organized on March 26, 2022, in the premises of the KUD in Toviliste, in the Padinska skela neighborhood, around 35 participants of the forum gathered, recruited with the support of the local initiative "Volim Padinjak". In addition to citizens, the forum was also supported by experts in the field of urban and spatial planning.

After deliberation in smaller groups and plenary sessions, the third mini-citizens' assembly resulted in a review of citizens' objections, grouped into several areas - general objections, objections related to the environment, distribution of public purposes, communal infrastructure, traffic network and commercial contents. Also, in each of these areas, citizens articulated specific proposals for the draft plan. Given that the assembly was organized during public inspection and public discussion, we actively worked with the citizens of the Padinska skela settlement on the preparation of objections, based on their proposals, as well as the preparation of their participation in the public session.

At the public session, among other objections, a request was made to prepare a separate Detailed Regulation Plan for the settlement of Padinska Skela, in order to regulate it in more detail. City planner Marko Stojičić, who is also the president of the Commission for Plans, at that meeting accepted this request as an initiative for the development of a plan. The general regulation plan (which was initially the subject of a mini-citizen assembly) was adopted in April 2023, but the drafting of the PDR has not yet started. When the proposal of this plan was included in the parliamentary procedure on the agenda for adoption, the citizens of Padinska skela could see that their proposals were not adopted, and the results of joint work served as a basis for formulating amendments to the plan proposal. However, the proponent of the plan rejected the amendments, and the councilors adopted a plan that contradicts the needs and suggestions of citizens.
