BELGRADE ON THE WATER: REMARKS

Public review of the draft amendments and additions to the spatial plan for the "Belgrade on Water" project is underway.

An already controversial plan from 2015, it's getting even more controversial (and taller!). Let's get started:

1. SHORT PROCEDURE, remark 1

Public inspection of the draft of amendments and additions to the spatial plan of the special purpose area for "Belgrade on the water" is being carried out according to a shortened procedure of only 15 days (compared to 30) which is not in accordance with the Law on Planning and Construction, which allows such abbreviated procedure only when it comes to minor changes and additions. The law clearly states that under minor changes and additions to the planning document are considered changes and additions that are carried out on the part of the territory covered by the plan that is less than one third of the total area of ​​the planning document.

If we take into account that urban planning parameters change for almost two-thirds of the blocks (19 out of 30 blocks), to introduce new infrastructure and relocate social, such changes and additions may not go through a shortened procedure either.

2. URBAN PLANNING PARAMETERS, remark 2 (read: Wild West)

The total gross developed construction area does not change with these amendments (the total area of ​​everything that has been built, including the area of ​​all floors and basements), but the maximum allowed floor height of 19 out of 30 blocks (which was harmonized with the original BRGP) is changed. It is worth noting that these changes are not minimal, because for as many as 11 blocks, it increases from 25, 40, 60m to 100m (the height of the Beograd woman!). In the plan itself, there is no answer to the question of how it will be regulated, so we went to a public presentation and asked. The answer is: investor urbanism, i.e. a universal Wild West. Therefore, whoever collects all the necessary permits for their plot first will be able to build a solitaire, while the others will have to adapt. That means yes the plan allows for height-undefined construction and the appearance of this part of the city is placed in the hands of investors. This renders the profession of planners and urban planners meaningless, and the spatial arrangement and shaping of the city is absolutely left to the investor (and not to their desire and taste, but to their abilities). The facilities will be determined according to those that were originally built, so at this moment it is impossible to even imagine what this space will look like in the end.
